Usually a Skarmory is hard to cut into due to its steel outer coat, but looking at the X-Rays, this one…this Skarmory is unique.” The doctor reported. The leader was confused, hearing this. “What do you mean by unique?” “I’ll explain…” She explains, “This Skarmory has the bones of its own species, but the surprise thing is that some of the bones & parts, like the feathers & legs, they resemble Steel Eagle: Prologue, Ch. 1

You guys guessed it. It's Kizuoa in his Anthro form! Muscular detail that he "hides" in his Feral form, but grace & power showing, & a badass attitude!
